Business Transformation Consultant

Contract opportunity for an experienced consultant supporting digital modernization, organizational change and service-delivery improvements for an Alberta public-sector organization.

- Anticipated term: February 1, 2027 to January 31, 2030.

- Virtual collaboration with occasional in-person meetings.

- Availability during Alberta business hours.

## What & Why:

Our client is seeking a senior consultant to support the modernization of programs, digital products and operational processes. The work includes transitioning legacy systems, improving citizen-facing services, preparing staff and service partners for change, and assessing responsible AI and automation opportunities. You will provide strategic advice alongside practical analysis, planning, implementation support and knowledge transfer.

## Who:

You will collaborate with a modernization office, ministry business and policy teams, operational staff, leadership, technology partners and other delivery resources. The assignment connects business priorities with the people, processes and technology needed to implement sustainable improvements while maintaining continuity of public services.

## You:

You bring substantial public-sector transformation experience across project management, change management and business analysis.

You can assess complex delivery environments, facilitate stakeholder discussions, develop practical transition plans and support implementation. You are comfortable working with large staff populations, documenting business architecture and preparing organizations for new systems and ways of working. Your experience also includes modern Microsoft technologies and an understanding of how AI tools can support delivery with appropriate controls and human oversight.

Mandatory Credentials:

- Project management training and/or PMP.

- Prosci Change Management certification or CCMP.

- IIBA CBAP or PMI-PBA certification.

Critical Experience Requirements:

- 10 years in project management and change management supporting large public-sector transformations.

- Eight years developing and maintaining project or implementation plans.

- Eight years in stakeholder engagement, analysis and business architecture covering business, people, systems and processes.

- Five years performing business analysis to assess organizational change impacts.

- Five years in organizational design, policy and procedure development supporting delivery-model changes.

- Five years supporting technology adoption for staff populations of 2,000 or more, including gathering information and technology requirements.

- Five years designing and implementing stakeholder readiness plans.

- Three years supporting organization-level change plans covering communications, engagement, coaching, training and advocate/sponsor activities.

- Two years with a modern Microsoft technical stack, including both Azure and Microsoft Fabric.

- Six months of demonstrated knowledge of both GitHub Copilot and Microsoft Copilot.

Nice to Have:

- Eight years creating training courses and assessing training effectiveness.

- Seven years working with internal and external stakeholders with differing needs.

- Five years with Government of Alberta ministry finance and grant functions.

- Five years conducting people and technical readiness assessments for staff and social-service providers supporting government programs.

- Four years developing and implementing communications for external organizations affected by transformation.

- Two years identifying, assessing or supporting an AI-enabled initiative, including consideration of human oversight.

## Compensation:

Hourly contract compensation will be discussed based on experience, engagement structure and alignment with the assignment. The contract pricing must account for required equipment and expenses.
