Senior Manager, Operations, Roads & Traffic

The Town of Whitby is seeking a Senior Manager, Operations, Roads & Traffic.

The role

Reporting to the Director of Operational Services, the Senior Manager provides strategic leadership for municipal road and traffic operations.

Areas of responsibility include:

• Maintenance of roads and bridges.
• Traffic systems, signage and pavement-related infrastructure.
• Stormwater infrastructure and related municipal assets.
• Strategic operational planning and service improvement.
• Asset and risk planning.
• Capital and operating budget administration.
• Stakeholder engagement and emergency response.

The position leads a multidisciplinary team and is expected to support a culture of safety, collaboration and continuous improvement.

The role also contributes to the lifecycle management of municipal road infrastructure and represents the Town in operational, inter-agency and emergency matters when required.

Requirements

• University degree in Civil Engineering with a P.Eng designation.
• C.E.T. certification through OACETT and AORS Certified Road Supervisor (CRS-S) designation are identified in the official posting.
• At least 10 years of experience in municipal or public-sector infrastructure and road operations.
• At least 7 years in progressive leadership roles overseeing multidisciplinary teams.
• Strong knowledge of road maintenance, traffic operations, asset management, capital project delivery, regulatory compliance and budgeting.
• Experience with procurement, vendor oversight and risk management.
• Strong strategic planning, problem-solving, change-management, communication and stakeholder-engagement skills.

Salary: $159,739 to $181,522 per year.
